This is the main entrance to Meiji Shrine. During the late 50's when I lived next door at Washington Heights we would see beggers here. Most were old soldiers who had been disabled and had to beg for their subsistance.

As I have commented before, this is NOT Yume no Shima.
Just search maps.google.co.jp or indeed mapion.co.jp for the kanji "夢の島" and you will see that Yume no Shima is somewhere else entirely.
